the Cattenom emergency exercise held in October 2017, and monitoring of the private radiotherapy centre in Metz. Malta On 28 and 29 May 2018 , the Paris division carried out a mission to Malta in order to understand the workings and problems of an administration in charge of radiation protection oversight in a small country. The division learned lessons that could be transposed to French Polynesia and New Caledonia, which are two territories that the division assists in implementing an appropriate regulatory framework and deploying a locally trained team. Norway On 16 May 2018 , discussions with the NRPA (Norwegian Radiation Protection Authority), in its Oslo premises, concerned decommissioning and waste management (issue of shutdown of the IFE Halden research reactor), the implementation of the EU’s BSS Directive, management of the radon risk, and emergency situations (rapid alert protocol, iodine distribution strategy and so on). During this meeting, the document renewing the protocol between NRPA and ASN concerning early notification and the exchange of information in the case of a nuclear disaster or radiological accident or incident was signed. Poland The Franco-Polish steering committee met on 11 April 2018 . In addition to topical subjects in the two countries, the questions of radioactive waste management, measures to reinforce nuclear safety in French nuclear facilities in the wake of the Fukushima- Daiichi accident, ageing control and the possible secondment to ASN of a trainee from the Polish safety regulator (PAA) were also covered. United Kingdom On 29 June 2018 , a bilateral meeting was held in Montrouge between ASN and the British Office for Nuclear Regulation (ONR). The subjects covered include discussions on the EPR projects in France and the United Kingdom. The meeting ended with the signing of a renewed cooperation agreement, comprising actions to be taken over the coming two years. The Caen regional division and the Waste, Research Facilities and Fuel Cycle Facilities Department (DRC), in addition to the ASND, invited the ONR and the UK Environment Agency to a workshop on case studies. A visit to the La Hague site was also organised. The Nantes division for its part continued its collaboration with Public Health England (PHE), the British authority with competence for the protection of patients, with the participation in joint inspections on the topic of radiotherapy. Russia On 17 July 2018 , a workshop/seminar on the safety of fuel cycle facilities was held for three days in Lyon and on the Tricastin and Romans-sur-Isère sites. The discussions concerned the regulatory baseline requirements and inspection practices by the safety regulator. On 6 December 2018 , a meeting of the ASN- Rostechnadzor steering committee was held in Montrouge. The subjects tackled covered control of the ageing of facilities, the safety of the ITER facility under construction and the decommissioning of graphite reactors. Sweden On 8 and 9 February 2018 , a bilateral meeting was held with the Swedish safety regulator, the SSM, in Stockholm. The two parties signed an administrative arrangement structuring the existing exchanges between ASN and the SSM. This meeting addressed more precise technical subjects such as carbon segregation, the continued operation of reactors beyond 40 years, the “hardened safety core” approach adopted following the Fukushima Daiichi accident, radioactive waste management and decommissioning. On 11 and 12 October 2018 , the Orleans division received two SSM inspectors under a programme of exchanges on decommissioning and reactors in service. As part of this programme, a visit was organised to the Saint-Laurent-des- Eaux site. Switzerland The Franco-Swiss commission was created as an inter- governmental body and involves several competent authorities at both national and Prefect levels. With regard to ASN, it involves both the head office departments and the Lyon and Strasbourg regional divisions. The annual Franco-Swiss meeting of the Nuclear Emergency Experts Group (GECN) was held on 26 and 27 March 2018 to look at the problems of preparedness for and responses to emergency situations arising from facilities located close to the Franco-Swiss border. From 1 to 5 October 2018 , the Lyon division received an inspector from the Swiss Federal Nuclear Safety Inspectorate (IFSN) to take part in a campaign of tightened inspections on the topic of radiation protection in the Bugey and Saint-Alban NPPs. In 2018 , under its cooperation agreement with the Swiss Federal Office for Public Health (OFSP), the Lyon division also carried out three joint inspections with the OFSP on the CERN, which is situated in both France and Switzerland.
