ב ِ א ɀɀƺɀɀǣȇǕ ɯǣɎǝ Ə ɮǣƺɯ ɎȒ ǣȅȵȸȒɮƺȅƺȇɎ Evaluation meetings are organised immediately after each exercise in each emergency centre and at ASN a few weeks after the exercise. ASN, along with the other players, endeavours to identify best practices and the areas for improvement brought to light during these exercises. These assessment meetings enable the players to share their experience through a participative approach. They more specifically revealed: Ҋ the importance of having scenarios that were as realistic as possible, in real meteorological conditions and that were technically complex enough to be able to provide useful experience feedback; Ҋ the importance of communication in an emergency situation, in particular to inform the public and foreign authorities as rapidly as possible and avoid the spread of rumours liable to ĻĴŀŃĸŅ ĺłłķ ĸŀĸŅĺĸŁĶŌ ŀĴŁĴĺĸŀĸŁŇё ļŁ ŅĴŁĶĸ ĴŁķ ļŁ łŇĻĸŅ countries; Ҋ the importance of providing the decision-makers with a clear view of the radiological consequences in the form of maps: the tool called Criter developed by IRSN gives a representation of the results of environmental radioactivity measurements. ٫ ڲ Outlook Ł ӅӃӄӌё ĶłŁŇŅļĵňŇĸķ Ňł ŇĻĸ ŅĸŁĶĻ ņŌņŇĸŀ ĹłŅ ŇĻĸ ŅĸņŃłŁņĸ to a major nuclear or radiological accident via a range of actions: Ҋ participation in the national emergency exercises; Ҋ ӅӇѼӊׇŅĸņŃłŁņĸ ĵŌ ĴŁ łŁіĶĴĿĿ ŇĸĴŀ Ňł ŇĻĸ ʼnĴŅļłňņ ŅĸńňĸņŇņ ĹŅłŀ Ministries, licensees, etc.; Ҋ inspections of the various licensees on the topic of organisation and emergency management; Ҋ coordination of the work done by the Codirpa. ňŅļŁĺ ĸŋĸŅĶļņĸņ ĻĸĿķ ļŁ ӅӃӄӌё ļŁ ĴĶĶłŅķĴŁĶĸ ŊļŇĻ ŇĻĸ ĺłĴĿņ ņĸŇё ASN took part in tests of the new PPI doctrine applicable around the NPPs, in particular immediate evacuation within a radius of ӈׇľŀє ĴĿņł łĵņĸŅʼnĸķ ļŀŃŅłʼnĸŀĸŁŇņ łŁ ʼnĴŅļłňņ ŃłļŁŇņё ŁłŇĴĵĿŌ the transmission of the alert and coordination between ASN and ASND in the case of events in defence facilities. However, progress is still required in the circulation and transmission of information, at a time of modernisation of digital data interchange capabilities. ASN will be focusing more particularly on these points during the exercises in 2020. ļŇĻ ŅĸĺĴŅķ Ňł ŇĻĸ łŁіĶĴĿĿ ņŌņŇĸŀ ņĸŇ ňŃ ĴŇ ļŁ ĴŁňĴŅŌ ӅӃӄӋё the documentation and procedures are proving to be effective, even if work is still required to take account of experience feedback. The inspections were also notably able to check the implemen- tation by the licensees of the “Emergency” resolution issued in 2017, for which the final deadlines are in 2021. ASN will monitor these final actions in 2020. ĴņŇĿŌё ŇĻĸ ŊłŅľ łĹ ŇĻĸ łķļŅŃĴ łʼnĸŅ ŇĻĸ ŃĸŅļłķ ӅӃӄӇіӅӃӄӌׇĿĸķ to proposed changes to aspects of doctrine published in 2012. The Major Nuclear or Radiological Accident National Response Plan will be updated on the basis of the Government’s decision concerning the incorporation of the proposed changes, notably ĶłŁĶĸŅŁļŁĺ ŃłņŇіĴĶĶļķĸŁŇ ōłŁļŁĺє In addition, under a new mandate from the Prime Minister, the Codirpa will be required to work in new areas, including adaptation of post-accident doctrine for nuclear or radiological accidents outside NPPs (transport accidents, LUDD (Laboratories, Plants, Waste, Decommissioning)). ļŁĴĿĿŌё ŇĻĸ ňĵŅļōłĿ ĴĶĶļķĸŁŇ ŅĸʼnĸĴĿĸķ ķļĹĹĸŅĸŁĶĸņ ļŁ ĻłŊ chemical and radiological risks are addressed in the management of population protection actions. In 2020, ASN will aim to learn all relevant lessons from this accident and will assist in any work that could be initiated by other administrations on this topic.
