The objectives of the new INSC regulation include the goal of: Ҋ supporting the promotion and implementation of the strictest nuclear safety and radiation protection standards in nuclear facilities and for radiology practices in third-party countries; Ҋ supporting the drafting and implementation of responsible strategies for the ultimate disposal of spent fuel, for waste management, for decommissioning of facilities and for clean- out of former nuclear sites. It comprises ӄӊӃׇ ĸŀĵĸŅ ŇĴŇĸņє ѡņ ĴĶŇļʼnļŇļĸņ ĴŅĸ ĹłĶňņĸķ łŁ ŇŊł ŀĴļŁ areas: one of them concerns the control of nuclear materials and non-proliferation and the other concerns all activities related to the peaceful uses of nuclear energy. In this latter field, two IAEA departments are tasked with developing and promoting applications of radioactivity, and nuclear energy in particular, on the one hand, and the safety and security of nuclear facilities and nuclear activities, on the other. łĿĿłŊļŁĺ łŁ ĹŅłŀ ŇĻĸ ĴĶŇļłŁ ŃĿĴŁ ĴŃŃŅłʼnĸķ ĵŌ ŇĻĸ łĴŅķ łĹ łʼnĸŅŁłŅņ ļŁ ĸŃŇĸŀĵĸŅ ӅӃӄӄׇĴŁķ ŊļŇĻ ŇĻĸ Ĵļŀ łĹ ŅĸļŁĹłŅĶļŁĺ ņĴĹĸŇŌ ŊłŅĿķŊļķĸ ĵŌ ĿĸĴŅŁļŁĺ ŇĻĸ ĿĸņņłŁņ ĹŅłŀ ŇĻĸ ňľňņĻļŀĴ accident, IAEA is focusing its work on the following fields: ҄ The revision and consolidation of the Safety Standards describing the safety principles and practices that the vast majority of Member States uses as the basis for their national regulations. This activity is supervised by the IAEA’s Commission on Safety ŇĴŁķĴŅķņ Ҏ ҏё ņĸŇ ňŃ ļŁ ӄӌӌӉє Ļĸ ĶłŀŃŅļņĸņ ӅӇׇĻļĺĻĸņŇ level representatives from the safety regulators, appointed for four years. The CSS coordinates the work of five committees tasked with drafting documents in their respective fields: NUSSC (Nuclear Safety Standards Committee) for the safety of facilities, RASSC (Radiation Safety Standards Committee) for radiation protection, TRANSSC (Transport Safety Standards Committee) for the safety of radioactive materials transport, WASSC (Waste Safety Standards Committee) for the safe management of radioactive waste and EPReSC (Emergency Preparedness and Response Standards Committee) for preparedness and coordination in a radiological emergency situation. The CSS held its 45th and 46th ŀĸĸŇļŁĺņ ļŁ ӅӃӄӌє ņ ŇĻĸ ŀĴŁķĴŇĸ łĹ ŇĻĸ ŁĴŇļłŁĴĿ ŅĸŃŅĸņĸŁŇĴŇļʼnĸņ łŁ ŇĻĸ ĸŋŃļŅĸņ ĴŇ ŇĻĸ ĸŁķ łĹ ӅӃӄӌё ŁĸŊ ŀĸŀĵĸŅņ ŊļĿĿ ĵĸ ĴŃŃłļŁŇĸķ ļŁ ӅӃӅӃׇĹłŅ Ĵ ĹłňŅіŌĸĴŅ ŇĸŅŀє ņŃĸĶļĹļĶ ĶłŀŀļŇŇĸĸ for security, the Nuclear Security Guidance Committee (NSGC) was created, along with an interface designed to improve the ĴŁĴĿŌņļņ łĹ ŇĻĸ ļŁŇĸŅĴĶŇļłŁ ĵĸŇŊĸĸŁ ņĴĹĸŇŌ ĴŁķ ņĸĶňŅļŇŌє łŅ ŇĻĸ longer term, an expansion of the scope of the CSS to security- related subjects overlapping with safety is being envisaged, in order to allow greater synergy between these fields. ҄ The peer review missions organised at the request of the IAEA Member States to reinforce their effectiveness, such as the IRRS (Integrated Regulatory Review Service) and Operational Safety Review Team (Osart) missions, which use the IAEA Safety Standards as their baseline references. • Áǝƺ X««³ ȅǣɀɀǣȒȇɀ The IRRS missions are devoted to analysing all aspects of the framework governing nuclear safety and the activity of a safety regulator. ASN is in favour of holding these peer reviews on a regular basis, with widespread dissemination of their results. It ņĻłňĿķ ĵĸ ŁłŇĸķ ŇĻĴŇё ŃňŅņňĴŁŇ Ňł ŇĻĸ ŃŅłʼnļņļłŁņ łĹ ŇĻĸ ӅӃӃӌѼӊӄѼ Euratom Directive amended in 2014, the Member States of the EU are already subject to periodic and mandatory peer reviews of their general nuclear safety and radiation protection oversight łŅĺĴŁļņĴŇļłŁє ĹłĿĿłŊіňŃ ŀļņņļłŁ łŅĺĴŁļņĸķ ӅӇׇŀłŁŇĻņ ĴĹŇĸŅ the original mission checks whether the recommendations and suggestions issued by the team of experts have actually been put into practice. Ł ӅӃӄӌё ĶłŁŇŅļĵňŇĸķ Ňł ņĸʼnĸŅĴĿ ŀļņņļłŁņё ļŁ łŅŊĴŌё Canada, Germany and the United Kingdom respectively. • Áǝƺ…ɀƏȸɎ ȅǣɀɀǣȒȇɀ The Osart missions are carried out by a team of experts from licensees in a third-party country, over a period of two to three weeks, to examine the safety organisation in NPPs in operation. ׇĹłĿĿłŊіňŃ ŀļņņļłŁ łŅĺĴŁļņĸķ ӄӋׇŀłŁŇĻņ ĴĹŇĸŅ ŇĻĸ łŅļĺļŁĴĿ mission checks whether the recommendations and suggestions issued by the team of experts have actually been put into practice. Ł ӅӃӄӌё łŁĸ ŀļņņļłŁ Ňłłľ ŃĿĴĶĸ ļŁ ļʼnĴňŋё ŇŊł ĹłĿĿłŊіňŃ ŀļņņļłŁņ took place in Bugey and Golfech, and one pre-Osart mission in ĿĴŀĴŁʼnļĿĿĸє • Áǝƺ ȸƺǕǣȒȇƏǼ ɎȸƏǣȇǣȇǕ ƏȇƳ ƏɀɀǣɀɎƏȇƬƺ ȅǣɀɀǣȒȇɀ ASN responds to requests from the IAEA secretariat, in particular to take part in regional radiation protection training and in assistance missions.
