Nuclear safety oversight must be based on national competence and ASN consequently only provides support for the establishment of an adequate national framework, ensuring that the national safety regulator it advises retains full responsibility for its oversight of the nuclear facilities. It pays particular attention to countries acquiring technologies of which ļŇ ĻĴņ ĸŋŃĸŅļĸŁĶĸ ļŁ ŅĴŁĶĸє ASN considers that developing an appropriate safety infrastructure requires a minimum of fifteen years before a nuclear power reactor can begin to operate in good conditions. łŅ ŇĻĸņĸ ĶłňŁŇŅļĸņё ŇĻĸ ĺłĴĿ ļņ Ňł ņĸŇ ňŃ Ĵ ĿĸĺļņĿĴŇļʼnĸ ĹŅĴŀĸŊłŅľ and an independent and competent safety regulator with the financial and human resources it needs to perform its duties and to develop skills in terms of safety, safety culture and oversight Ĵņ ŊĸĿĿ Ĵņ ļŁ ŅĴķļłĿłĺļĶĴĿ ĸŀĸŅĺĸŁĶŌ ŀĴŁĴĺĸŀĸŁŇє Ł ӅӃӄӌё invested in three ICSN projects on behalf of China, Vietnam and Turkey. China In 2019 , ASN continued its mission with the Chinese Authority, National Nuclear Safety Administration (NNSA) and its technical support organisation, Nuclear Safety Center (NSC), by coordinating the second ICSN cooperation programme with ĻļŁĴё ŊĻļĶĻ ņŇĴŅŇĸķ ļŁ ĸĵŅňĴŅŌ ӅӃӄӊё ĹłŅ Ĵ ŃĸŅļłķ łĹ ŇĻŅĸĸ ŌĸĴŅņє The closing meeting of this project took place in Beijing in December 2019 ׇĴŁķ ĸŁĴĵĿĸķ Ňł ŃŅĸņĸŁŇ ĴŁķ with the main recommendations of the mission with regard to radioactive waste management, decommissioning, preparedness for emergency situations, the transport of radioactive substances, fuel reprocessing, seismic evaluation and the development of Research and Development skills in the field of nuclear safety. àǣƺɎȇƏȅ In 2019 , ASN completed its assistance mission for Vietnam to develop the safety, safety culture and oversight capabilities of the Vietnamese nuclear regulator, Vietnam Agency for Radiation and Nuclear Safety (VARANS). This three-year assistance project ņŇĴŅŇĸķ ļŁ ĴŌ ӅӃӄӉׇĴŁķ ĸŁķĸķ ļŁ ĴŌ ӅӃӄӌє Ļĸ ĹļŁĴĿ ŀĸĸŇļŁĺ to present the results took place in Hanoi on Ӈׇ ŃŅļĿ ӅӃӄӌ . ASN is also involved in assistance to Vietnam within the ĹŅĴŀĸŊłŅľ łĹ ŇĻĸ є ÁɖȸǸƺɵ In 2019 , ASN continued to coordinate the management of the first assistance programme to Turkey under the INSC, in order to develop the capabilities of the nuclear safety regulator (TAEK) in the fields of probabilistic and deterministic safety assessments, inspections on construction and the manufacture of nuclear components and integrated safety management. This ĴņņļņŇĴŁĶĸ ŃŅłĽĸĶŇё ŊĻļĶĻ ņŇĴŅŇĸķ ļŁ ĴŁňĴŅŌ ӅӃӄӋё ļņ ņĶĻĸķňĿĸķ to last for three years. ד ِ ב ¨ƺȸɀȒȇȇƺǼ ƺɴƬǝƏȇǕƺɀ ƫƺɎɯƺƺȇ ³z ƏȇƳ ǣɎɀ ǔȒȸƺǣǕȇ ƬȒɖȇɎƺȸȵƏȸɎɀ Understanding the working and practices of foreign nuclear safety and radiation protection regulators enables pertinent lessons to be learned for the working of ASN and the training of its personnel. One of the means used to achieve this is to develop personnel exchanges, which can take various forms: Ҋ very short duration actions (a few days) enabling ASN’s counterparts to observe inspections or nuclear and radiological ĸŀĸŅĺĸŁĶŌ ĸŋĸŅĶļņĸņё Ĵņ ŊĴņ ĹłŅ ĸŋĴŀŃĿĸ ŇĻĸ ĶĴņĸ ļŁ ӅӃӄӌׇŊļŇĻ ĸŅŀĴŁŌё ĸĿĺļňŀё ŇĻĸ ŁļŇĸķ ļŁĺķłŀ ĴŁķ ŊļŇōĸŅĿĴŁķђ Ҋ short duration missions (two weeks to six months) to study a precise technical topic; Ҋ long-duration exchanges (one to three years) for immersion in the activities and workings of the nuclear safety regulator and in-depth discussions on subjects of common interest. This type of exchange must whenever possible be reciprocal.
