Half of the generic conformity deviations affecting several ŅĸĴĶŇłŅņ ĴŁķ ŅĸŃłŅŇĸķ ĵŌ ļŁ ӅӃӄӌׇĶłŁĶĸŅŁĸķ ĴŁ ĸńňļŃŀĸŁŇ seismic resistance defect. Some of these deviations date back to the construction of the reactors, others have been created when implementing modifications to the facilities, including recently. This was more particularly the case with defective ĸĿĸĶŇŅļĶĴĿ ĶłŀŃłŁĸŁŇņ ŊĻļĶĻ Ŀĸķ Ňł Ĵ ņļĺŁļĹļĶĴŁŇ ĸŉĸŁŇ ŅĴŇĸķ ӅׇłŁ ŇĻĸ INES scale in Penly NPP reactor 2. Ł ӅӃӄӌё ŊĴņ ĴĿņł ŃĴŅŇļĶňĿĴŅĿŌ ŉļĺļĿĴŁŇ ŊļŇĻ ŅĸņŃĸĶŇ Ňł ĶłŁŇŅłĿĿļŁĺ the conformity of the facilities during the fourth ten-yearly inspection łĹ ŇĻĸ ŅļĶĴņŇļŁ ŅĸĴĶŇłŅ ӄє ѡņ ŀłŁļŇłŅļŁĺ ŃŅłĺŅĴŀŀĸ ŊĴņ the subject of specific examination and inspections. Events not rated on the INES scale are also taken into account. Significant events affecting several nuclear reactors are grouped ňŁķĸŅ ŇĻĸ ŇĸŅŀ ĺĸŁĸŅļĶ ņļĺŁļĹļĶĴŁŇ ĸŉĸŁŇņє ӅӌׇĸŉĸŁŇņ łĹ ŇĻļņ ŇŌŃĸ ŊĸŅĸ ŅĸŃłŅŇĸķ ļŁ ӅӃӄӌׇļŁ ŇĻĸ ĹļĸĿķ łĹ ŁňĶĿĸĴŅ ņĴĹĸŇŌє • «ƺƏƬɎȒȸ ȒɖɎƏǕƺɀ ASN observes that the activity programmes scheduled during ŇĻĸ ŅĸĴĶŇłŅ łňŇĴĺĸņ ĴŅĸ łŁ ŇĻĸ ŊĻłĿĸ ĹłĿĿłŊĸķє ӊӋՌ łĹ ŇĻĸ ŅĸĴĶŇłŅ outages exceeded their scheduled duration, which is a high rate, ĸŉĸŁ ļĹ ļŇ ĹĸĿĿ ĵŌ ӄӃׇŃłļŁŇņ ļŁ ŅĸĿĴŇļłŁ Ňł ӅӃӄӋє Ļĸ ĴĶŇňĴĿ ķňŅĴŇļłŁ of outages was 34% longer than planned. This overshoot amounts to 40% of the scheduled duration for the ten-yearly inspections. ASN observes a correlation between the extension of the outage ķňŅĴŇļłŁņ ĴŁķ ŇĻĸ ŁňŀĵĸŅ łĹ ņļĺŁļĹļĶĴŁŇ ĸŉĸŁŇņ ŅĸŃłŅŇĸķ ĵŌ ё in particular during the ten-yearly inspections. A deviation may thus affect a structure, a system or a component of the facility. It may also concern compliance with an operating document or the working of an organisation. The regulations require that the licensee identify all deviations affecting its facilities and process them. The activities related to the processing of deviations are activities important for the protection of persons and the environment. They are thus subject to oversight and monitoring requirements, the implementation of which is regularly checked by ASN.
