Orano Cycle undertook work to optimise the existing storage facilities on the site in order to push back their saturation date ĹŅłŀ ӅӃӄӌׇŇł ӅӃӅӄׇĴŁķ ļŁ łʼnĸŀĵĸŅ ӅӃӄӊׇņňĵŀļŇŇĸķ Ĵ ĶŅĸĴŇļłŁ ĴňŇĻłŅļņĴŇļłŁ ĴŃŃĿļĶĴŇļłŁ ĹłŅ ŁĸŊ ņŇłŅĴĺĸ ĵňļĿķļŁĺņє Ł ӅӃӄӋё informed the Minister responsible for nuclear safety that the content of the creation authorisation application was sufficient for its examination to take place. This project will be the subject of a public inquiry in 2020. • ٹ zƺɯ ƬȒȇƬƺȇɎȸƏɎǣȒȇ Ȓǔ ǔǣɀɀǣȒȇ ȵȸȒƳɖƬɎɀ ٺ ȵȸȒǴƺƬɎ Ȓȇ Ɏǝƺ nƏ RƏǕɖƺ ɀǣɎƺ In order to replace the fission products evaporator-concentrators at La Hague, which are suffering from a more advanced stage of corrosion than imagined in the design, Orano is building new evaporators (see box). The authorisations concerning this particularly complex projects will be the subject of ASN resolutions in 2020. • !ȒȇɀɎȸɖƬɎǣȒȇ Ȓǔ ȇƺɯ ɀɎȒȸƏǕƺ ƬƏȵƏƬǣɎɵ ǔȒȸ ɯƏɀɎƺ ȵƏƬǸƏǕƺɀ To anticipate the saturation of storage capacity for CSD-V ҎňŁļŇņׇ ӊё ӊׇĴŁķ Ѽ Ѽ ҏё ĶłŁņŇŅňĶŇļłŁ ŊłŅľ łŁ ŁĸŊ ņŇłŅĴĺĸ facilities, known as the “glass storage extension on the La Hague site” (E/EV/LH) began in 2007. These facilities are being built module by module, with the construction of identical units called ѢŃļŇņѣє ļŇņ ӈӃׇĴŁķ ӉӃׇĴŅĸ ňŁķĸŅ ĶłŁņŇŅňĶŇļłŁ Ňł ļŁĶŅĸĴņĸ ņŇłŅĴĺĸ capacity. In April 2017, Orano Cycle also requested a modification of the UP3-A plant Creation Authorisation Decree so that CSD-C storage could be extended. This application is currently being reviewed by ASN. • Áǝƺ ɀȵƺƬǣƏǼ ǔɖƺǼɀ ȸƺȵȸȒƬƺɀɀǣȇǕ ɖȇǣɎ ȵȸȒǴƺƬɎ In order to be able to receive and reprocess special fuels irradiated in the Phénix reactor or in other research reactors, Orano Cycle ņňĵŀļŇŇĸķ ŇĻĸ ņĴĹĸŇŌ łŃŇļłŁņ ĹļĿĸ ļŁ ӅӃӄӉׇĹłŅ Ĵ ŁĸŊ ņŃĸĶļĴĿ ĹňĸĿņ reprocessing unit. This unit would comprise new shearing and dissolving equipment. In March 2017, ASN informed the licensee that the safety options for this new unit were on the whole satisfactory. Orano however encountered technical difficulties in developing the process, which led to a significant change in the initial design options. In the light of this, ASN granted Orano more time to submit the authorisation application for this unit. • 0(I ƬƺȇɎȸƏǼǣɀƺƳ ɀɎȒȸƏǕƺ ȵȒȒǼ ȵȸȒǴƺƬɎ Given the time-frame, identified by the review of the previous “cycle consistency” file, for saturation of spent fuel storage capacity and the time needed for the design and construction of Ĵ ŁĸŊ ĹĴĶļĿļŇŌё ŅŇļĶĿĸ ӄӃׇłĹ ŇĻĸ ŅķĸŅ łĹ Ӆӆׇ ĸĵŅňĴŅŌ ӅӃӄӊׇņĸŇŇļŁĺ out the requirements of the National Radioactive Materials ĴŁķ ĴņŇĸ ĴŁĴĺĸŀĸŁŇ ĿĴŁё ļŁņŇŅňĶŇĸķ Ѣ to send ASN the technical and safety options for the creation of new storage capacity ĵĸĹłŅĸ ӆӃׇ ňŁĸ ӅӃӄӊ ”. łŃŇĸķ ĹłŅ Ĵ ĶĸŁŇŅĴĿļņĸķ ņŇłŅĴĺĸ ŃłłĿё ŊĻļĶĻ ņĻłňĿķ ĴĿĿłŊ storage of spent fuels for which reprocessing or disposal can only be envisaged in the long-term future. Additional studies and demonstrations are however required, notably concerning the design and the control of manufacturing, in order to guarantee the long-term ĿĸĴľŇļĺĻŇŁĸņņ łĹ ŇĻĸ ŃłłĿё Ĵņ ŊĸĿĿ Ĵņ ŇĻĸ ĸŋŇĸŅŁĴĿ ĻĴōĴŅķ ĿĸʼnĸĿņ adopted once the actual site of the facility has been identified. ٓzƺɯ ˡɀɀǣȒȇ ȵȸȒƳɖƬɎɀ ƬȒȇƬƺȇɎȸƏɎǣȒȇٓ ȵȸȒǴƺƬɎ Áǝƺ Ȩ ٮב ƏȇƳ Ȩ זٮא ׎׎ ژ ȵǼƏȇɎɀ ٢ zXɀ ژ ׏׏ ژה ƏȇƳ ׏׏ ו ٣ operated by Orano Cycle on its La Hague site comprise six evaporators concentrating fission products from the reprocessing of spent fuels, so that they can be vitrified. Examinations had shown a level of corrosion of these evaporators that was faster than anticipated in the design. ASN thus regulated their continued operation ɯǣɎǝ ȸƺɀȒǼɖɎǣȒȇ א ׎׏ ٮ!(ٮה ׎ ژחדד Ȓǔ ژבא hɖȇƺ א ׎׏ ה ً ɯǝǣƬǝ requires new means for mitigating the consequences of any rupture of this equipment and in-depth monitoring of the corrosion phenomenon at work. Orano Cycle decided to replace this equipment ƫɵ אژ ׎ א ׏ אٮ ׎ ژאא ƏȇƳ ǣȇǣɎǣƏɎƺƳ Ə ٹ zƺɯ IǣɀɀǣȒȇ ¨ȸȒƳɖƬɎɀ Concentration” (NCPF) project in each of its reprocessing plants. ASN issued a position statement in November א ׎׏ ژה Ȓȇ Ɏǝƺ ɀƏǔƺɎɵ ȒȵɎǣȒȇɀ ƺȇɮǣɀƏǕƺƳ ƫɵ…ȸƏȇȒ !ɵƬǼƺ for these projects. In November 2017, ASN authorised the civil engineering work on units receiving the ȇƺɯ ژ ǔǣɀɀǣȒȇ ȵȸȒƳɖƬɎɀ ƺɮƏȵȒȸƏɎȒȸ ٮ ƬȒȇƬƺȇɎȸƏɎȒȸɀِ These construction sites are in progress and ASN carried out a number of inspections on them. It found that the organisation defined and implemented ǔȒȸ ژ Ɏǝƺ ƬǣɮǣǼ ƺȇǕǣȇƺƺȸǣȇǕ ɯȒȸǸ ƏȵȵƺƏȸɀ ɎȒ ƫƺ ȸǣǕȒȸȒɖɀِ Introduction of the new evaporators into their final ǼȒƬƏɎǣȒȇɀ ɀɎƏȸɎƺƳ ǣȇ ɖǕɖɀɎ א ׎׏ ژח ƏȇƳ ɯƏɀ ƬȒȅȵǼƺɎƺƳ ǣȇ zȒɮƺȅƫƺȸ א ׎׏ ח ِ ǔɖȸɎǝƺȸ ³z ǣȇɀȵƺƬɎǣȒȇ Ȓǔ ژ Ɏǝƺɀƺ construction sites is scheduled for 2020. In January and April 2019, Orano submitted applications to ASN for authorisation to install the NCPF units process in its two plants. ASN will issue a position statement on these two applications in 2020.
