• Áǝƺ ǣɀɀɖƺɀ ƏȇƳ ǣȅȵǼǣƬƏɎǣȒȇɀ Ļĸ ŀĴļŁ ļņņňĸņ ŅĸĿĴŇĸķ Ňł ŇĻĸ ŊĴņŇĸ ŀĴŁĴĺĸŀĸŁŇ ņŇŅĴŇĸĺŌ concern: ҄ the management of legacy waste. This mainly concerns structural waste (graphite sleeves) from the graphite-moderated GCR fuels. This waste could be disposed of in a repository for LLW-LL waste (see point 1.3.4). It is stored primarily in semi-buried silos at Saint-Laurent-des-Eaux. Graphite waste is also present in the form of stacks in the GCRs currently being decommissioned. In the context of the PNGMDR ӅӃӄӉіӅӃӄӋё ĶłŁķňĶŇĸķ Ĵ ņŇňķŌ łĹ ŇĻĸ ŅĸĿļĴĵļĿļŇŌ łĹ ŇĻĸ activity predictions for this waste and submitted its conclusions ļŁ ĸĶĸŀĵĸŅ ӅӃӄӌє ŊļĿĿ ĸŋĴŀļŁĸ ŇĻļņ ŅĸŃłŅŇђ ҄ ŇĻĸ ĶĻĴŁĺĸņ ĿļŁľĸķ Ňł ŇĻĸ ĹňĸĿ ĶŌĶĿĸє ѡņ ĹňĸĿ ňņĸ ŃłĿļĶŌ Ҏņĸĸ chapter 10) has consequences for the fuel cycle installations (see chapter 11) and for the quantity and nature of the waste produced. The working of uranium mines produced two categories of products: Ҋ mining waste rock, that is to say the rocks excavated to gain access to the ore. The quantity of mining waste rock extracted ļņ ĸņŇļŀĴŇĸķ ĴŇ ĴĵłňŇ ӄӉӊׇŀļĿĿļłŁ ŇłŁŁĸņђ Ҋ static or dynamic processing tailings, which are the products remaining after extraction of the uranium from the ore. In ŅĴŁĶĸё ŇĻĸņĸ ŇĴļĿļŁĺņ ŅĸŃŅĸņĸŁŇ ӈӃׇŀļĿĿļłŁ ŇłŁŁĸņ ķļņŇŅļĵňŇĸķ ĴŀłŁĺ ӄӊׇķļņŃłņĴĿ ņļŇĸņє Ļĸņĸ ņļŇĸņ ĴŅĸ ņ ĴŁķ ŇĻĸļŅ environmental impact is monitored. • Áǝƺ ȸƺǕɖǼƏɎȒȸɵ ƬȒȇɎƺɴɎ The uranium mines, their annexes and their conditions of closure are covered by the Mining Code. The disposal facilities for ŅĴķļłĴĶŇļʼnĸ ŀļŁļŁĺ ŇĴļĿļŁĺņ ĴŅĸ ĺłʼnĸŅŁĸķ ĵŌ ņĸĶŇļłŁ ӄӊӆӈׇłĹ ŇĻĸ ICPE nomenclature. The mines and the mine tailings disposal sites are not subject to ASN oversight. In the specific case of the former uranium mines, an action plan ŊĴņ ķĸĹļŁĸķ ĵŌ ļŅĶňĿĴŅ ӅӃӃӌіӄӆӅׇłĹ ӅӅׇ ňĿŌ ӅӃӃӌׇĹŅłŀ ŇĻĸ ļŁļņŇĸŅ responsible for the environment and the Chairman of ASN, based on the following work themes: ҄ monitor the former mining sites; ҄ improve the understanding of the environmental and health impact of the former uranium mines and their monitoring; ҄ manage the mining waste rock (better identify the uses and reduce impacts if necessary); ҄ reinforce information and consultation. • Áǝƺ ǼȒȇǕ ٮ Ɏƺȸȅ ƫƺǝƏɮǣȒɖȸ Ȓǔ Ɏǝƺ ɀǣɎƺɀ Redevelopment of the uranium processing tailings disposal sites was made possible by placing a solid cover over the tailings to provide a geochemical and radiological protective barrier to limit the risks of intrusion, erosion, dispersion of the stored products and the risks of external and internal exposure of the neighbouring populations. The studies submitted for the PNGMDR have enhanced knowledge of: ҄ the dosimetric impact of the mine tailing disposal areas on man and the environment, in particular through the comparison of data obtained from monitoring and the results of modelling; ҄ the evaluation of the long-term dosimetric impact of the mining waste rock piles and the mining waste rock in the public domain in relation to the results obtained in the context łĹ ŇĻĸ ļŅĶňĿĴŅ łĹ ӅӅׇ ňĿŌ ӅӃӃӌђ ҄ the strategy chosen for the changes in the treatment of water collected from former mining sites; ҄ the relation between the discharged flows and the accumulation of marked sediments in the rivers and lakes; ҄ the methodology for assessing the long-term integrity of the embankments surrounding tailings disposal sites; ҄ transport of uranium from the waste rock piles to the environment; ҄ the mechanisms governing the mobility of uranium and radium within uranium-bearing mining tailings. Ł ĴĶĶłŅķĴŁĶĸ ŊļŇĻ łŃļŁļłŁ ӅӃӄӉі іӃӅӈӈׇłĹ ӌׇ ĸĵŅňĴŅŌ ӅӃӄӉё ŇĻĸņĸ ʼnĴŅļłňņ ņŇňķļĸņ ĴŅĸ ĶłŁŇļŁňļŁĺ ňŁķĸŅ ŇĻĸ ӅӃӄӉіӅӃӄӋё as is the work of the two technical working groups focusing on: ҄ maintaining the functions of the structures surrounding the disposal facilities for uranium ore treatment residues, the interim report on this work was published on the ASN website; ҄ management of the water from the former uranium mining sites. Thus, in January 2017, Orano Mining supplemented its study on the relation between the discharged flows and the accumulation of marked sediments in the rivers and lakes. In January and ňŁĸׇӅӃӄӋё ŇŊł ļŁŇĸŅļŀ ŅĸŃłŅŇņ ĶłŁĶĸŅŁļŁĺ ŇĻĸ ŅĸĴĶŇļʼnļŇŌ łĹ ŇĻĸ mine tailings and mining waste rocks respectively were submitted by Orano Mining. The interim assessment of the management of stations treating the water from the former uranium-bearing ņļŇĸņ ŅĸĶĸļʼnĸķ ļŁ ĴŁňĴŅŌ ӅӃӄӋׇŊļĿĿ ĵĸ ĴŁĴĿŌņĸķ ĵŌ ŇĻĸ technical working group dedicated to water management. The PNGMDR technical working group dedicated to maintaining the functions of the structures surrounding the residue disposal facilities shall endeavour to take into consideration the two geotechnical files of the Bois-Noirs and the Écarpière site ņŇŅňĶŇňŅĸņё ŅĸĶĸļʼnĸķ ļŁ ĸĶĸŀĵĸŅ ӅӃӄӋё ŊĻĸŁ ķĸʼnĸĿłŃļŁĺ ŇĻĸ methodology for assessing the stability of this type of structure. • xƏȇƏǕƺȅƺȇɎ Ȓǔ ȸƺɖɀƺƳ ȅǣȇǣȇǕ ɯƏɀɎƺ ȸȒƬǸ Most of the mining waste rock has remained on its site of production (mine in-fill, redevelopment work or spoil heaps). łŁĸŇĻĸĿĸņņё ӄׇŇł ӅՌ łĹ ŇĻĸ ŀļŁļŁĺ ŊĴņŇĸ ŅłĶľ ŀĴŌ ĻĴʼnĸ ĵĸĸŁ used as backfill, in earthworks or for road beds in public places situated near the mining sites. Although the reuse of waste rock on ŃňĵĿļĶ ĿĴŁķ ĻĴņ ĵĸĸŁ ŇŅĴĶĸķ ņļŁĶĸ ӄӌӋӇё ľŁłŊĿĸķĺĸ łĹ Ņĸňņĸņ ŃŅļłŅ Ňł ӄӌӋӇׇŅĸŀĴļŁņ ļŁĶłŀŃĿĸŇĸє ĴŁķ ŇĻĸ ļŁļņŇŅŌ ŅĸņŃłŁņļĵĿĸ for the environment, in the framework of the action plan drawn ňŃ ĹňŅŇĻĸŅ Ňł ŇĻĸ ļŅĶňĿĴŅ łĹ ӅӅׇ ňĿŌ ӅӃӃӌё Ĵņľĸķ ŅĴŁł ļŁļŁĺ Ňł inventory the mining waste rock reused on public land in order to verify compatibility of the uses and to reduce the impacts if necessary.
