Bilateral meeting between ASN and NRA

The 9th bilateral meeting between the ASN and the Japanese nuclear regulation authority (NRA) was held on 19 and 20 November 2024 at the ASN headquarters.

The NRA was represented by a 13-strong delegation led by Tomoyuki Sugiyama, one of its commissioners. ASN was represented by commissioner Stéphanie Guénot Bresson and representatives from several directorates and divisions. IRSN was also represented.

ASN Chairman Pierre-Marie Abadie and his Japanese counterpart Shinsuke Yamanaka, connected by videoconference, introduced the meeting and reiterated the importance of cooperation between the two authorities, particularly in the current nuclear context, which presents many challenges for safety authorities.

The topics discussed at the meeting included the creation of the ASNR, the regulations governing the recycling of very low-level metal waste, the phenomenon of stress corrosion, cooperation between the two authorities in the field of inspection, the regulation of digital technologies used in instrumentation and control, the management of obsolescence as part of periodic safety reviews, and the safety improvements implemented to mitigate the consequences of a severe accident.

The fruitful discussions identified a number of cooperation initiatives for the coming year.

The meeting was followed by a visit to the Flamanville nuclear power plant, where the Japanese delegation, accompanied by Stéphanie Guénot Bresson and the head of the Caen division, were able to observe the third-generation Flamanville EPR reactor and some of the safety improvements made to the site's two other reactors.

The ASN and the NRA have maintained close relations for many years. This cooperation is regularly coordinated by high-level meetings held alternately in France and Japan.
