Jean-Jacques Dumont and Philippe Jamet were appointed ASN commissioners by Presidential decree on 15 December 2010.

Jean-Jacques Dumont was designated by the President of the Republic. He took over from Marc Sanson, whose term of office ended on 12 November 2010.

Philippe Jamet was designated by the President of the Senate. He took over from Jean-Rémi Gouze, whose term of office ended on 12 November 2010.

Jean-Jacques DUMONT

A former student of the École Polytechnique and the École nationale supérieure des mines de Paris, Jean-Jacques Dumont is an Ingénieur général des mines.

He began his career in 1972 within the Industry Ministry (the Rouen mining area). After working, from 1979 to 1986, for the roads and traffic department within the Infrastructure Ministry, he was appointed, from 1986 to 1989, deputy general secretary within the regional development and industrial-technological environment department of the Ministry for Industry. He then headed in the same ministry, from 1992 to 1997, the technology and strategy division of the industrial strategy department before being appointed, in 1997, regional director for industry, research and the environment for Ile-de-France. From 2005 to 2006, Jean-Jacques Dumont was deputy to the director-general for enterprise in the department for regional action, quality and industrial safety within the Trade, Finance and Industry Ministry. From 2006 to 2009 he held the position of vice chairman of the General council of mines before being appointed, in February 2009, deputy chairman of the General Council for industry, energy and technologies within the Trade, Finance and Employment Ministry.

Philippe JAMET is an Ingénieur civil des mines de Paris (a graduate from the Ecole des Mines de Paris). He also holds a Master of Science from the University of Minnesota (United States).

He began his career in 1974 within the CEA (French Atomic Energy Commission) as head of soil mechanics research, relating to the safety of underground nuclear blasting, before heading, from 1976 to 1982, the Mechanical Properties of Concrete group within the technology department. From 1982 to 1993 he held the position of head of the laboratory for the mechanical analysis of structures within the CEA’s department of mechanical and thermal studies, and then head of the department of mechanical and thermal studies of structures.

In 1993, Phillipe Jamet was appointed deputy to the head of department responsible for pressurised water reactors in the safety evaluation department of the IPSN, before being appointed head of this department in 1995. In this respect his responsibilities extended to all French nuclear facilities.

From 1999 to 2002 he was advisor to the director of the IPSN. In 2002, he was appointed head of the IRSN’s Vésinet site.

In 2003 Philippe Jamet became deputy director general of the IRSN.

In 2007, he was appointed director of safety for nuclear facilities within the IAEA in Vienna.

The five members of the ASN’s commission are:

•  André-Claude Lacoste, President; he was appointed in 2006 for a 6 year term.

• Michel Bourguignon, commissioner; he was appointed in 2006 for a 2 year term. His term of office was extended for a term of 6 years by decree of 8 November 2008.

• Marie-Pierre Comets, commissioner; she was appointed in 2006 for a term of 6 years.

• Jean-Jacques Dumont, commissioner; he was appointed by decree of 15 December 2010 for a term of 6 years.

• Philippe Jamet, commissioner; he was appointed by decree of 15 December 2010 for a term of 6 years.

The commissioners carry out their duties in a fully impartial way, without receiving instructions from the government or any other person or institution. They work full time and their term of office is non renewable.
