Madame Stéphanie Guénot Bresson is appointed ASN Commissioner

Mme Stéphanie Guénot Bresson is a graduate of the Naval College and is an atomic engineer.  She has carried out operational duties on-board nuclear-powered vessels.

She was notably in charge of nuclear emergency coordination and management and the safety review of the Charles de Gaulle aircraft carrier. She thus has extensive experience of small-sized nuclear reactors.

Mme Stéphanie Guénot Bresson has managed several complex projects and infrastructure operations, such as the refurbishment of the Île Longue operational base, enabling it to accommodate new nuclear missiles, and the safety review of nuclear facilities.

She was Chief of Staff and Vice-President of the standing committee for programmes and tests in charge of validating the military and maritime safety characteristics of all new French Navy ships, including those with nuclear propulsion systems.

Since July 2022, she has been head of the “Organisation, regulations and transformation” office of the Naval Staff in Paris.

Mme Stéphanie Guénot Bresson has been decorated with the chevalier de la Légion d’honneur and officier de l’Ordre national du Mérite and is the 2016 winner of the FEM’Energia award.

The ASN Commission consists of five Commissioners, including the ASN Chairman. They are appointed for a period of six years, with the President of the Republic appointing three of them. The other two are appointed by the President of each Parliamentary assembly respectively.

By law, the members of the Commission act with complete impartiality, receiving no instructions from either the Government or any other person or institution. They exercise their functions on a full-time basis and their mandate is neither renewable nor revocable.

The Commission develops the ASN strategy and doctrine for the regulation of nuclear safety and radiation protection. It issues resolutions embodying the most important decisions. It takes public positions on the major issues that lie within the competence of ASN. It reports to the French Parliament.
