Approval of a Guidance document

HERCA, the association of the Heads of European Radiological protection Competent Authorities, approves a guidance document on the implementation of a national radiation passbook and its practical use and a new related version of the radiation passbook.

National doctrine for nuclear post-accident management

Work was started in 2005 under the supervision of ASN, to enable the public authorities to define a strategy for dealing with the health, social and economic consequences of a nuclear accident. They led to the publication of the first policy elements of a national doctrine for post-accident management in areas contaminated by releases from a damaged facility.

ASN and the project of deep geological disposal facility of radioactive waste

ASN is issuing an opinion on three dossiers submitted by ANDRA (French National Agency for Radioactive Waste Management) between 2010 and 2012: the Waste Management Industrial Programme (PIGD); the results of the "seismic 3D"1 reconnaissance campaign carried out in 2010; the studies on the long-term behaviour of spent fuel from EDF reactors under disposal conditions (report issued as part of the PNGMDR (French National Radioactive Material and Waste Management Plan) for 2010-2012.

Follow-up to the nuclear power plant stress tests

ASN presented its national action plan at a seminar organised by ENSREG in Brussels from 22nd to 26th April 2013 for representatives of the European nuclear regulators. Initially published on 20th December 2012, the action plan sets out the measures undertaken further to the Fukushima accident.

EPR Reactor: Information Letter n°14

In the second half of 2012, ASN conducted several inspections for continued monitoring of the construction of the Flamanville 3 EPR reactor and various other manufacturing operations for this reactor. The notable points observed over these last few months are detailed below.

Questions and comments from the public on ENSREG website

In accordance with the ENSREG action plan of 25 July 2012, ASN published a national action plan on 20 December 2012 for implementation of the recommendations resulting from the stress tests performed on Europe's nuclear reactors in the wake of the Fukushima disaster.

Appointement of Dr. Jean-Christophe Niel

Jean-Christophe Niel, Director-General of the ASN, has been appointed Chair of the Committee on Nuclear Regulatory Activities (CNRA) of the OECD Nuclear Energy Agency (NEA). This election took place during the 28th CNRA meeting which was held on 3-4 December 2012 at the NEA in the Paris area. Jean-Christophe Niel succeeds Mike Weightman, Chief Inspector of the British nuclear regulatory body (HSE/ONR).

ASN decided to uprate as level 2 on the INES scale

On September 26th 2012, the company FBFC (subsidiary of AREVA) notified ASN of an event related to non-compliance with the requirements applicable to packaging, storage and on-site transfer of wet fissile materials within its nuclear fuel fabrication facility in Romans-sur-Isère (Drôme).

European stress-tests: ASN publishes its national action plan

On 26 April 2012, one year after the Fukushima disaster, a joint statement by ENSREG and the European Commission concluded the stress tests conducted on the European nuclear power plants. This statement emphasised the need to establish a global action plan to make sure that these stress tests are followed by measures to improve safety, at national level in particular, and that these measures are implemented in a consistent manner. The conclusions of the European Council meeting of 28 and 29 June 2012 confirmed the wish to see the creation of such an action plan.

Fessenheim: review of compliance with the ASN requirements

ASN regularly verifies compliance with all 40 requirements set for continued operation of Fessenheim reactor n°1. On 18 July and 11 December 2012, in particular, ASN carried out inspections on the site to ensure compliance with the requirements for which the deadline is imminent. ASN considers that the actions so far taken by the licensee to comply with its requirements are satisfactory.
